Instruction: Effort Certification on Sponsored Projects

These policies and procedures are issued to ensure that the University is in compliance with the regulations of the Office of Management and Budget (OMB Circular A-21) with regard to payroll distribution and certification of effort.  The federal government requires that direct labor charges to federally sponsored projects reasonably reflect actual activities for which employees are compensated by the University.  All employees who are involved in allocating salaries to sponsored projects or completing Effort Certification Statements (ECS) are responsible for understanding the principles of accurate time and effort reporting and salary allocation.
